Observations regarding Visit to Chennai in connection with sexual assault case in Anna University:
◦Recording of FIR using audio visual techniques needs to be implemented in all cases of sexual assault to prevent tutoring or any distortions, prejudices by police officers
◦CCTNS technology to be checked every time by officer in charge of P station , in instances of sexual assault , molestations, to find out whether public viewing is barred to ensure the identity is not disclosed. There should be documentation to confirm this.
◦Medical examination by medical officers including women medical officers to be done promptly to confirm the complaint
◦Investigation of sexual assault cases to be supervised by at least ACP/ Dy SP and preferably by IPS officer including Lady IPS officer
◦Appointment of reputed Special Prosecutors in each sensitive case of sexual assault
◦Fast tracking the trial
◦Examination of electronic evidence to ascertain past activities of the accused and taking preventive action
◦In instances of property offences as well as body offences where accused is convicted , surveillance to be kept and documentation to be ensured. Criminal indulging in property offences is also likely to be involved in instances of kidnapping and sexual assault cases.
◦Preventive action to be taken against such known criminals on regular basis including externment
◦Implement 112 India app emergency assistance facility and give wide publicity in electronic print media and at places such as colleges, universities, bus stands, railway/metro stations
◦Access control in colleges/ universities to prevent unauthorised entry by miscreants. Keep record of every visitor along with reason.
◦Physical infrastructure such as walls, cctv of academic premises to be provided and checked frequently through third party security audit
◦Awareness campaigns to be launched at every police station among young ladies against sexual assault instances
◦CCTV faculty to be provided in city buses
◦Provide alarm buttons in cab for security of women passengers
Ministry of Education & Higher Education as well as UGC should take steps as under as under:
It is noticed taking disadvantage of various adverse situations, criminals and pervert persons in society are indulging in sexual assaults of girls in various age groups. It is therefore suggested to ensure “ unarmed combat training “ in every class on weekly basis. This would create necessary physical and mental strength among them to resist these attacks.
