२)आप का बचपन कैसे बिता ?
My father was Sanskrit teacher in Modern High school, Pune. When I was in class IV, he was operated for cataract. Unfortunately, the operation failed and the second eye also refused to see. As he became blind, the school authorities decided to terminate him for physical disability. Being teacher of Sanskrit, he had everything in his memory and thus hundreds of students started coming to him for learning. But as a principle, he was opposed to sell his knowledge. So he taught everyone free of charge. Though blind, he used to constantly supervise my progress in studies and encourage me to study systematically and obtain best instructions from his numerous friends who were best teachers in the subject.
३)आप की पढ़ाई कहां से हुई?
I completed my school, college & university education by scholarships. Did my school education in Modern High School, Shivaji Nagar , Pune. After completing SSC , I joined Fergusson College to do BA Honors in Political Science with Economics and German Literature as subsidiaries. I did Diploma in literature in German that was equivalent to BA Honors. On successful completion of competitive examination , I was selected at School of International Studies , to do MA in Politics ( International studies) .Before I completed my MA , in the second year, I was selected for IPS in 1977. I also did MA in Public Policy from Sanford School of Public Policy, Duke University, North Carolina, USA. This was part of World Peace & Conflict Fellowship by Rotary International.
४)आप की पारिवारिक पृष्टभूमि के बारे बताइये ?
My father was Sanskrit scholar. His father was Raj Purohit to the king of Bhor a princely state near Pune.
५)आप के परिवार में से सबसे अधिक सहयोग किसका मिलता है ?
My parents & my teachers known as Sushrut Samaj (group of teachers from Modern High School) paid constant attention in my upbringing during school days.
६)आप की सफलता का राज क्या हैं ?यदि किसी का सहयोग है तो किसका ?
Minute attention by my father , other teachers & their constant encouragement to live principled life, to work hard towards big dream that you may cherish, was a constant encouraging factor in my pursuit of this achievement. Credit for my success goes to innumerable teachers from early days to post graduation.
७)पुलिस अधिकारी बनने के बाद आपके जीवन में कितने बदलाव आये हैं ?
To suit requirements of police service, I had to completely reorient myself. till completion of my student days, I paid attention only to my studies. Now I learnt, if i have to withstand the pressures of service like police, I need to be physically fit as well. Thus I made physical exercises part of my daily life. It is as essential as you like to have food everyday. As police officer, we are called upon to attend public duty at any time, hence I learnt to remain alert and presentable at all times of the day and night. In short , there was no scope for any laziness or no point in saying I am not well. Irrespective of your personal discomforts, illnesses, you have to rise to the occasion and ensure you discharge your public duty well. As young Superintendent of Police , Raigad district, I was playing basketball with constables at Police Headquarters. Suddenly, there was dislocation of my shoulder bone of right hand. But there were several important financial and administrative orders , which had to be signed by me. I developed the art of signing by left hand with equal professionalism and my illness did not come in the way of discharging my official responsibilities.
८ )कोई ऐसा केस जिसका प्रभाव आपके परिवार पर भी पड़ा ?
I did not allow my professional work to affect my family. However, there used to be frequent transfers from one end to another end in the midst of academic career. In month of September, while I was posted in Mumbai, I was transferred to Leh, Ladakh. But my son who was in Bombay Scottish School insisted in coming with us to Leh. Since my family was together, we enjoyed even the tough posting . Later Mrs Arundhati Dixit wrote her memoirs known as “नाते लडाखशी” , which is a very popular book.
९)कोई ऐसी घटना या केस आपके लिए सबसे बड़ी चुनौती साबित हुई हो ?
I was looking after immigration arrangements of the country. Instances were noticed when Pakistani persons used to travel to Nepal. Taking disadvantage of agreement between india & Nepal which stated that there was no need to have passport stamped , it was difficult to fix these malpractices. Though I succeeded in implementing several ideas to improve the situation to India’s advantage, this did test my administrative skills.
१० )बदलते समय के साथ साथ पुलिस विभाग में क्या क्या बदलाव आये हैं और आने चाहिए ?
As the force is enhancing, as demands of people are increasing for early results, it is essential that force remains SMART as mentioned by the Prime Minister, Narendra Modi. The force has to be sensitive and digitally prepared. Technological innovations & co-opting people is the key for success for all police officers.
११ ) समय के साथ क्राइम करने के तरीको में काफी बदलाव आया और आप इस स्थिति से निपटने के लिए कितने तैयार हैं।
Today the crime syndicates know no boundaries. In fact they plan crimes in different countries, or states and execute these in our soil. We have to be constantly updating ourselves. Training is a continuous process and all efforts are being made to update the force accordingly. Happy to mention, Maharashtra police has kept itself updated. Constant review is made in this direction.
१२ )सायबर क्राइम के बढ़ते चलने से निपटने के लिए पुलिस कितनी सक्षम हैं ?इसे रोकने के कोई उपाय ?
Cyber labs are being set up in every police unit to improve investigating skills. New hardware and softwares are being procured. But the emphasis needs to be on preventing the cyber crimes through creating awareness among the users. Help should be taken from cyber experts, academicians, parents and youth. People also need to be extra vigilant in adhering to the security precautions such as not sharing your password, not becoming victims to allurements such as being selected for lottery or greed to get extraordinary financial advantages which are not possible.
१३ )आप अपना आदर्श किसे मानते हैं ?
You should try to be role model for others. You cannot emulate anyone. There are limitations for copying from others. You need to be careful in doing so.
१४ )आप हर तीज त्यौहार में अपनी ड्यूटी पर तैनात होते कभी अपने घर परिवार को आप याद करते कभी खलती हैं ?
If you have counselled your family members properly, they also appreciate your responsibilities. When at home, pay attention to their requirements, & when you are in office, remain focussed on official duties. If you don’t mix up things, everyone is happy.
१५ )आप के लिए खाकी की क्या परिभासा है ? यह शब्द आप के लिए कितना मायने रखता हैं ?
Khaki removes all differences in the force. From top to bottom, everyone is working in unison, in one direction and whole heartedly. We may discuss the problems in all its aspects, but once the solution is identified , we all work to make it successful. The scheme of “पोलीस मित्र” launched during my tenure was very much appealing to common man .
१६ )आप को आये दिन किसी न किसी घटना के चलते मीडिया का सामना करना पड़ता है ?मीडिया के प्रति आप की क्या सोच और नजरिया हैं ?
Media is like blood in body. It is bound to be always there. I am very positive about media and used to share factual position with the media before they ask. In fact taking advantage of ICT revolution and appreciating hardships for journalists, I ensured all details were sent to them by email and also put on website which was updated constantly.I had also started use of facebook, whatsapp groups and twitter handle for all police units. If we take media with us, press and police make very good impact on the public perception towards the problems and their solutions which are being implemented. I used to regularly participate in electronic media debates, radio interviews and discuss various matters with the journalists . .
१७ )कई दफा कई मामलो में आप पर ऊपर से दबाव आता होगा तो आप कैसे इस समस्या निकलते है ? मुताबिक़ पुलिस अधिकारियों को कितनी आजादी मिलनी चाहिए ?
Everything that we may do is scrutinised by judiciary. If we can justify our action to judicial officers, then there is no problem. If we do something which cannot stand judicial scrutiny, then the suggestion which might have come from anyone, is to be looked at with caution. Police officers should not forget they are accountable to rule of law.
१८ )बॉलीवुड फिल्में पुलिस अधिकारियों की छवि बनाते है या खराब ?
Film makers are interested in making good money and may venture to do anything. People’s experience with police is critical rather than what films project.
१९ )आप की सबसे पसंदीदा फिल्म ?
Rarely get time to see films. But biopics are my favourites.
२० )आप की रूचि ?आप को खाने में सबसे ज्यादा क्या पसंद है ?
Fruits and vegetables. Food which is prepared without oil and does not put you to sleep while on duty.
२१ )आज के नौजवानो के लिए कोई संदेश ?
Love discipline as that alone can take you towards success. Everything that ends in making you successful, may appear to be very hard and difficult in the beginning. Have faith in God, and work hard.
२२ ) रिटायरमेंट के बाद क्या ?
Government gives you pension for working hard during the service days. If you don’t have financial problems, then do anything that makes you happy. For a student, there is no retirement.
२३ )आप को आप के काम के लिए कभी कोई पुरस्कार से सम्मानित किया गया ?
I was decorated by the President of India for Meritorious Services in 1997 and for Distinguished Services in 2011.I received Kathin Seva medal with Bar. I also received Insignia from DGP Maharashtra. Also received several awards from public trusts from time to time.
२४)क्राइम को रोकने के लिए क्या आम जनता भी सहयोग कर सकती है किस तरह ?
Public plays crucial role by working with police as policeMitra. Maharashtra police have launched policeMitra mobile app and it is available in Apps gallery. You have to simply type poloicemitramaharashtra and you can download it freely. More tha two lakh people are working as police Mitra in various police stations in Maharashtra today. More than hundred and twenty five thousand people have registered themselves as police mitra. They are contributing in a big manner in reducing crime in their area. It remains your protector in all social emergencies and police can be with you in no time.
२५ )ऐसा कहा जाता है कि भारतीय पोलिस सबसे बेस्ट है और ख़ास कर मुंबई की पोलिस इसके बारे में आपका क्या मानना है ?
We are making our efforts . There is always scope for improvement.
२६ )आप पुलिस की नौकरी के प्रति आकर्षित कैसे हुए ?
I appeared for UPSC exam for IPS and was selected for the same in the first attempt.
२७ ) इस विभाग से जुड़ने का मुख्य उद्देश्य क्या हैं ? आप ने अब तक अपने उदेश्यों पर खरे उतरे हैं ?
To redress grievances of those who are helpless. Everyday when people contact me after their grievances are redressed, your happiness goes up. Feels very satisfied that I was able to be of some help to people in reducing their difficulties to some extent.
२७ किसी केस की )तफ्तीश के दरम्यान आप पर शक की सुई आई है ?इस समस्या से आप ने कैसे निपटारा किया हैं ?
Never. Even the culprits appreciated that they were arraigned before law after following all the procedures that were required. You follow rules and directions by Hon supreme Court, High Court, Government, various Commissions and your seniors, so that you do not commit any mistakes.
२८ )कुछ दागी पोलिस कर्मियों के चलते कई दफा पुरे पोलिस विभाग को शर्मिंदगी का सामना करना पड़ता हैं ? इस पर आप क्या कहना चाहोगे ?
No one is above law including police officers. If they do wrong things , they have to face the consequences. If they do things in good faith, they don’t have to be afraid of anybody.Government is always glad to support them in all their legal public duties. Many a times even the Hon CM has gone out of the way and publicly defended my actions which might have appeared to be controversial.
