Orientation for college teachers to ensure peace in campuses

Important causes of unrest and remedial measures to tackle the same:

Teachers are advised to consider the following precautions and adopt certain measures if peace and tranquility is to be ensured on the campuses to promote educational atmosphere:

  • Major transition of students from schools to colleges, from protected to uncontrolled and free atmosphere
  • Language barriers. Students come from different languages including regional languages
  • Unable to express their feelings
  • Sense of curiosity towards other sex,
  • Day scholars and resident scholars
  • Elections in colleges in coming days: when students are electing MP and MLA, why can’t they elect their own representatives. Different political parties would be wooing the students, impact of parochial tendencies as well as money and other attractions. Need to follow the same code as Election Commission strictly.
  • Fights between male students on various reasons including female students
  • Incidents of one-sided love and giving rise to acid attacks against female students
  • Incidents of molestation, road Romeos, stalking, rapes
  • Incidents of rape, gang rape
  • Drug addiction, smoking
  • Attacks on teachers if they prevent students from copying if corrective actions are taken. Attacks could be for justifying unjust causes
  • In residential scholars  including those who stay in medical colleges  incidents in hostels such as ragging are frequently reported
  • Under the POSCO act atrocities against children if not reported, the teachers are also responsible
  • In one reported incident in one hostel occupied by s/c students security guard had
    molested a young girl. After few months, it was detected. Reputed persons running the hostel sent the girl back to her house. Coming to know about her pregnancy, offence registered against the management under POSCO.
  • Cyber attacks including economic frauds, putting objectionable pictures, fishing morphing of female students
  • Foreign students coming from Iran, Nigeria, Myanmar, South East Asian countries witnessing civil wars in their country. They bring their feuds here and indulge in fights here or start protesting against their governments from here
  • Foreign students coming from Saudi Arabia targeting Indian students belonging to Islam about Puritanism, under the pretext of attractions of jobs or economic allurements and converting them to Jihad
  • Left-wing Maoists, communists, urban Naxal elements penetrating students and instigating them to indulge in insurgency, militia. Recent incidents of activists from Kabir Kala Munch propagating violence in reputed Central Universities are well known. Exploiting the incidents such as suicide by Rohit in Hyderabad University against the V.C. Even when he did not belong to SC, projecting him as victim of atrocity.
  • Caste politics: fight the upper caste through legal & illegal manners
  • Nexus between Islamic jihadists and Maoists. Attracting Scheduled Caste students.
  • More than 450 persons are under watch for their links with ISIS (Islamic state). Many of these are students including females. Imaginary concepts of injustice by some state or persons belonging to some religion /caste.
  • Impact of social media particularly fake videos of violence in other countries being depicted as have happened in India
  • Remedial measures:
    1) Be sensitive towards all ground realities including poverty, religion, region, caste of students
    2) Do not allow isolation which may lead to suicides, attacks and destructive tendencies
    3) Prevent students from becoming a mob which has reckless tendencies to destruction
    4) Ensure group activities with dynamism and keep on changing group  members by selecting them carefully
    5) Maintain dialogue with individual students through mentoring, love and care
    6) Have technical gadgets such as biometrically controlled entrances to prevent outsiders & unauthorized persons, past students from misusing the campuses
    7) Install CCTV cameras with recording facility and communication methods supervised by senior person. Monitor premises such as canteen, library, verandahs, entrances, staff room.
    8) Keep strict watch on canteen boys, lab assistants, sweepers and other helping staff who are familiar with all methods and misusing these against gullible students
    9) Invite local police station officer/ACP, DCP/SP to address fresh students in the beginning of the course as well as for informal interactions
    10) Maintain log of even minor aberrations, incidents as subsequently no one remembers how major incidents could have been prevented if action was taken early
    11) Be in touch with police regularly even if there is no incident. Have monthly meeting with station House in charge without allowing it from becoming mechanical.
    12) Report sensitive matters to intelligence officers
    13) Keep discreet watch on students indulging in objectionable activities including what they write speak and do.
    14) Maintain visitors’ book with personal details.
    15) Need to monitor social media by actively joining in various social media groups.
    16) Incidents of cybercrime, cyber fraud be reported to cyber police immediately.
